I was reading through two email threads on the dev l10n mailing list for Mozilla and wondered what it would take for the project to actually have a conversation with the language communities.

And, to continue in that context is a post I made (on G+) . I strongly believe that the very fact of this bug being open and yet not bringing forth a discussion is something Mozilla should think about.
