Well, its becoz of certain reasons, one college library books are ordered by teachers and the run on mill titles are push by book book sellers who says X college and Y college ordered these ones .
Also the stock of books in the library is one of the parameters used to award NAAC – National Assessment and Accreditation Council ratings, they count number of books and not the quality of books.
